{"id":7065,"date":"2025-11-28T12:06:36","date_gmt":"2025-11-28T11:06:36","guid":{"rendered":"https:\/\/www.safram.com\/?p=7065"},"modified":"2025-11-28T12:07:06","modified_gmt":"2025-11-28T11:07:06","slug":"ens-entry-summary-2026","status":"publish","type":"post","link":"https:\/\/www.safram.com\/en\/ens-entry-summary-2026\/","title":{"rendered":"New Year, New Rules: EU Customs Changes from 1 Jan 2026 &#8211; don&#8217;t get stuck !"},"content":{"rendered":"<p><strong>Please note that as of 1 January 2026:<\/strong><\/p>\n<p data-end=\"210\" data-start=\"117\">Full ICS2 implementation will apply to all goods movements from the United Kingdom to the EU.<\/p>\n<p data-end=\"223\" data-start=\"212\">This means:<\/p>\n<ul>\n<li data-end=\"417\" data-start=\"225\">Every shipment entering the EU from the United Kingdom will require a valid ENS declaration submitted in ICS2 (Import Control System 2 \u2013 the EU\u2019s new pre-arrival safety and security system).<\/li>\n<li data-end=\"563\" data-start=\"419\">ICS2 \u201cmultiple filing\u201d becomes the standard \u2014 requiring more detailed data (HS codes, shipper\/consignee details, packaging information, etc.).<\/li>\n<li data-end=\"688\" data-start=\"565\">European authorities will begin enforcing penalties and conducting stricter checks in cases of missing or incomplete ENS.<\/li>\n<li data-end=\"809\" data-start=\"690\">Carriers, freight forwarders and UK exporters are fully responsible for the quality and accuracy of pre-arrival data.<\/li>\n<\/ul>\n<p data-end=\"1022\" data-start=\"811\">This measure aims to strengthen import security and improve customs risk management. It mainly affects carriers and logistics operators, who will be required to submit goods information before arrival in the EU.<\/p>\n<h3 data-end=\"1055\" data-start=\"1029\"><strong data-end=\"1053\" data-start=\"1033\">What is the ENS?<\/strong><\/h3>\n<p data-end=\"1209\" data-start=\"1056\">The ENS is a declaration that must be submitted by carriers before goods arrive in the EU. It contains essential information about the shipment, such as:<\/p>\n<ul>\n<li data-end=\"1328\" data-start=\"1211\">Description of the goods<br data-end=\"1240\" data-start=\"1237\" \/>\u2022 HS codes (Harmonized System)<br data-end=\"1273\" data-start=\"1270\" \/>\u2022 Shipper and consignee details<br data-end=\"1307\" data-start=\"1304\" \/>\u2022 Mode of transport<\/li>\n<\/ul>\n<p data-end=\"1423\" data-start=\"1330\">This declaration helps customs authorities better assess risks and reinforce import security.<\/p>\n<h3 data-end=\"1460\" data-start=\"1430\"><strong data-end=\"1458\" data-start=\"1434\">Impact for carriers:<\/strong><\/h3>\n<p data-end=\"1552\" data-start=\"1461\">The introduction of the ENS will lead to organisational and financial impacts for carriers:<\/p>\n<ol data-end=\"2674\" data-start=\"1554\">\n<li data-end=\"1739\" data-start=\"1554\"><strong data-end=\"1586\" data-start=\"1557\">New submission deadlines:<\/strong><br data-end=\"1589\" data-start=\"1586\" \/>The ENS must be lodged before the goods arrive in the EU, requiring earlier planning and stricter compliance with information-submission timelines.<\/li>\n<li data-end=\"1973\" data-start=\"1741\"><strong data-end=\"1769\" data-start=\"1744\">Administrative costs:<\/strong><br data-end=\"1772\" data-start=\"1769\" \/>Collecting, managing, and submitting the additional ENS-required information will generate extra costs. This includes time spent gathering data, updating internal processes, and ensuring compliance.<\/li>\n<li data-end=\"2184\" data-start=\"1975\"><strong data-end=\"1997\" data-start=\"1978\">System updates:<\/strong><br data-end=\"2000\" data-start=\"1997\" \/>Carriers will need to adapt their IT systems to integrate ENS into their logistics workflows. This may require investment in specific software\/tools and training for relevant teams.<\/li>\n<li data-end=\"2381\" data-start=\"2186\"><strong data-end=\"2208\" data-start=\"2189\">Risk of delays:<\/strong><br data-end=\"2211\" data-start=\"2208\" \/>Although the system aims to streamline import management, any delay or omission in ENS submission may lead to border hold-ups and extra costs due to enhanced controls.<\/li>\n<li data-end=\"2674\" data-start=\"2383\"><strong data-end=\"2425\" data-start=\"2386\">Risk of waiting times at the ferry:<\/strong><br data-end=\"2428\" data-start=\"2425\" \/>Although SAFRAM is prepared for this change, practical implementation remains uncertain. Some carriers may not be ready and could be refused boarding. This may cause congestion and unusual waiting times, even for carriers with a compliant ENS.<\/li>\n<\/ol>\n<h3 data-end=\"2702\" data-start=\"2681\"><strong data-end=\"2700\" data-start=\"2685\">Conclusion:<\/strong><\/h3>\n<p data-end=\"2941\" data-start=\"2703\">The introduction of ENS (United Kingdom \u2192 EU), while designed to improve trade security and efficiency, will result in additional costs for carriers.
